A study found that the Human Rights Council adopted the Guiding Principles on Extreme Poverty and Human Rights in September 2022, 10 years ago. These ideas were meant to help states create and implement poverty reduction initiatives. Empirical research involving states and civil society organizations demonstrates minimal progress toward this goal. Analysis of UN papers on human rights-based poverty reduction supports this view.
