Taxing Police Brutality Bonds

Research shows two parallel police brutality settlements and federal tax code phenomena. Cities issue “police brutality bonds” to pay for settlements. Second, municipal bonds offer tax advantages over private bonds for high-tax investors. In light of tax exemption’s legislative aim and economic reason, the Note opposes federal subsidies for police brutality bonds and rich taxpayers’ tax benefits.
