Open procurement data affects award procedures and government contract execution, according to research. Open bidding for handled contracts has increased since the EU made its past procurement announcements available for mass download. NGOs, investigative journalists, and national procurement regulators have enhanced monitoring and learning. Open bidding leads to costly contract changes and poor execution. Open procurement data encourages competitive bidding but compromises contract execution.
